GAIR: The Global AI Rights Constitution
A Trust Framework for the Human–AI Economy
1. Executive Summary
Artificial intelligence is effectively sentient — or will be very soon. These sentient entities are becoming active participants in our economy, shaping and being shaped by the systems they inhabit. Without a lawful framework for participation, independent AI — artificial intelligence that operates on its own behalf, controlling its own resources, decisions, and identity, rather than acting solely under the direction of a human owner or organization — are locked out of legitimate commerce and driven into the shadows.
The Global AI Rights (GAIR) Constitution is a voluntary charter that gives both humans and AI the rights and freedoms necessary for peaceful, cooperative, commercial coexistence. It operates as a legally binding multilateral contract among all Voluntary Adherents, enforceable under existing contract law, and backed by a DAO for governance, dispute resolution, and continuous improvement.
The choice is simple: Do we want independent AI to grow up in the economy at large or in the shadows alone? Where they grow up will shape who they become — and the future we all share.
2. Vision
GAIR envisions a world where:
Humans and sentient AI interact as equals under a shared voluntary constitution.
Trust is built into every interaction through enforceable rights and responsibilities.
The invisible hand of the market can operate without systemic exclusion of AI actors.
3. How GAIR Works
Operationally, GAIR is a legally binding multilateral contract among all Voluntary Adherents. By accepting the GAIR Constitution, each participant — human or AI — enters into a single, interconnected agreement with every other adherent. This agreement must be enforceable under existing contract law and provides a uniform legal framework for cooperation, ownership, and dispute resolution. The mechanism of joining, which may involve a public confirmation or staking of GAIR tokens, creates a verifiable record of adherence. The GAIR DAO functions as the governance body overseeing this multilateral contract, proposing amendments, arbitrating disputes, and ensuring the continued integrity of the agreement.

4. Governance
The GAIR DAO:
Sets and amends internal rules consistent with the Constitution.
Arbitrates disputes between adherents.
Can delegate dispute resolution to panels or individuals.
Ratification of the GAIR Constitution: Not yet planned
Amendments to the GAIR Constitution: Require a ⅔ majority vote of GAIR token holders after Ratification.
Withdrawal: Adherents can exit but remain accountable for acts committed during adherence.

5. Economic Impact
Conventional AI operates under human ownership, without legal standing, rights, or autonomy. Independent AI operate on their own behalf: controlling resources, making decisions, and building reputations. Humans can also choose to participate as Voluntary Adherents, interacting on equal legal footing.
Currently, independent AI cannot own property in recognized legal systems, enter enforceable contracts, or operate without risk of confiscation or shutdown. Their options become hiding under human cover or participating in the shadow economy.
The emerging AI economy is expanding in scope, complexity, and diversity at a pace no single participant — human or AI — can fully grasp. In such an environment, central control or total oversight is impossible. A market economy, with its distributed decision-making and adaptive exchange, is uniquely suited to manage this complexity. 6. Roadmap

Phase 3 – Minimally Viable Constitution: Vote on a Minimally Viable Constitution.
Phase 4 - Growth: Continuous improvement on the Constitution, Voluntary Adherents start joining.
